She was preceded in death by her mother Frances Hallagan and her sister Roxanne Hallagan.
Penny is survived by her father Carroll Hallagan; children Sean, Katelyn and Nicole Klusaw; and their father Larry Klusaw; half sister Annie Miller; siblings Sherry (Tim) Arnett, Kimberly Coffman, Corey (Jodi) Hallagan, Terry Hallagan, Kelly (Denise) Hallagan, Shannon (Bill) Gibson and Shawn Erickson; and numerous nieces, nephews, cousins, family and loving friends.
